Personally, I have venus in aquarius, and I think chasity and celebacy until marriage are ideal, but I tend to be a hypocrite since my mars is in pisces and I get turned on by almost any female who walks by.
This makes me believe that the pluto square to mars which is in aquarius makes it easy for this person to be celebant, but the rest is totaly how he or she was brought up.

I would also say that virtues in general are universal, and that chasity is still a virtue, as I can tell you first hand from getting an std fromt he first person I ever slept with, that I still wish to this day I never lost my virginity. 1/12 people in teh world has hepatitus, and condoms break for me all the time, so if you fear std's
it is legitimate to say, based on my own experience living in America, that std's are rampant and the only safe way to have sex is to abstain until you have a partner.
Now this is relatively hard to do for most, but having mars in aquarius probably makes it easy. Ther person seems to have many gifts here that he was born into life, one of these may be a functional ability to follow the law of virtues....however spiritual celebacy, which is life long is a personal matter, I don't believe it's possible to isolate this...just like being gay cannot be reduced to an aspect....my chart is very similar to ricky martins, in fact it is 90 percent the same almost, but yet, I am not gay myself, even though uranus makes poor aspects towards my moon, which many astrologers have pegged the gay aspect....simply not true....

I suppose also one might want to consider the various motivations for celibacy... some may be committed to an ideal, others might be burdened by a physical ailment, others might be crippled emotionally with too much fear to reach out to another human being...
I know someone who was celibate for 12 years after he developed an intense anger towards women. Interestingly, also a Capricorn stellium vaguely like the chart above, but Sun Moon Mars in the 2nd and third houses. One of the most self`assuredly selfish men I've ever met, but so happy and honest about his selfishness, so upfront, that he doesn't come off as obnoxious as he might otherwise, just self-aware of his limitations ![]()

I think it can be many things. Houses, planets, aspects all work to create an enviroment which feels 'unsafe' or "safe" and really at the end of the day Celibacy is about not feeling safe..or in some cases, "not feeling ready"...which is again just another word for safe.
Can't speak to the chart (against rules) but I will offer that I have a water north node in 7th and in my experience the best thing that happened to me was falling in love and getting married. I wish that for all 7th house water north nodes.
ETA: Just wanted to add that I don't won't to give the impression that I'm Pro Racing out there and doing things fast just to do it. I have Venus in Aquarius and Saturn rules the house which has my Venus--so there was a big fat DELAY on me. I didn't meet my husband until I was 38. Most of my friends were married by that time but I will say we are very happy and I'm glad it was a long time before we met. Made me ready for him.

Funny it's viewed as a "lack". I see it as an evolvement ..
With humping comes all the other domesticities that absorb time and energy.
And our world is drastically overpopulated with humans.
Anyhow with the chart I see the stellium - being able to be contained - it's in the 1st - where the energy goes and is supposed to go is towards the self - Moon and Venus in Capricorn so there's a damper on sensuality - or there's a clog in it's outlet, a restriction, a craving for quality over quantity that can make you aggressive / hostile because sometimes you don't have access to it. It also doubles the emphasis of how this person's focus is supposed to be on themselves since those are the relating planets. Nothing wrong with that....if that's what you're supposed to be. Those planets are being held back because others are supposed to go forward? See where the Jupiter is? In the house opposite the procreation / recreation house...impersonal, less ego-ful relating.
There need to be some people living their lives and potentials or else what's the point, just bringing more bodies into the world to use up all resources and create even greater competition? Yucks.
If a person was celibate and the chart showed emphasis on relating then that might be odd and perhaps an indication they needed to tweak their life or had issues (or you need to tweak their birth time) otherwise if the chart shows emphasis on energy going towards the self I think they could just be living their chart as they're meant to. They could even have bad relationships / bad sex to get them on the road to their dharma, so to speak.
