If you cast the cart by Campanus houses you got at 5 house cusp 20Sag36.

The rules of John Addey's system for indetify winner of race are:

First, cast the chart for the date, time and place of the race, using the Campanus house system
Regard everything in the chart as standing still, but move the 5th cusp through its sign (anticlockwise) until it makes an aspect with a planet.
The first planet it aspects shows the winning horse!
Identify the winning horse by name association, house rulership or association with the horse's nature.

Here, first aspected planet is Su in 8 house. First, Su means male horse, here we have to choose from these two:
Take Your Partner
Thirteen Shivers

As Su is connected with red, orange color, and because Su is in Ar which is connected with black also, that perfectly fits with Thirteen Shivers. So, my pick is Thirteen Shivers if race kickoff on time, which is less possible because now Me is rx. If kickoff late 4 minutes, first aspected planet will be inconjunction with Moon! In that case my pick is Rhal, female horse, because of its colors, white/blue which perfectly fits with Moon in Can.

Now they annoused that Rhal is Non Runner?! In that case if race will not start at time Nine Before Ten will be winner because from these 3 that is only female horse (Moon signifies female).

First I was surprised, but now, I remember! When Su is aspected planet it signify Favorite regardless of name or colors (J .Addey)!!
